There was a setting in Telnet that was overriding the one field in the patron default template.  To reset this I did the following:

Log into telnet:

A - Additional System Functions

A - Alter System Parameters

S -   System Codes

O -   Set System Options

Initials

C – Circulation Options

25 - Patron on fly: Code is

1 – NO MESSAGE

It had been set to F ON THE FLY which was overriding the one field in the patron default template.  By setting it to NO MESSAGE the correct text is filled in that field.
